欧洲标准化委员会新发出版物明确了专业训犬师及训犬教练所需的技能与能力

New CEN publication defines skills and competences required by professional dog trainers and instructors

Brussels, 22 January 2016 – CEN has published a document that sets out minimum requirements in terms of the knowledge, skills and competences required by professional dog trainers and instructors. The CEN Workshop Agreement on 'Dog training professionals – Knowledge, skills and competence requirements' (CWA 16979:2016) was developed by experts from several different European countries who are members of the CEN Workshop 'Competences for dog training professionals' (CEN/WS 078). 

 

Across Europe, it is estimated that more than 500,000 people are working as dog trainers, instructors and operators. However, a study on the situation of the European canine sector found that this sector is characterized by multiple organizations and associations with different approaches in terms of dealing with professional qualifications for dog trainers, instructors and operators. This context highlights the need for a common and harmonized approach regarding the cross-border recognition and acceptance of such qualifications.

 

The new CEN Workshop Agreement on 'Dog training professionals – Knowledge, skills and competence requirements' (CWA 16979:2016) provides minimum reference criteria and essential competence requirements in terms of knowledge and skills for a dog training professional working in the main operational/training, behavioural, assistance and sports areas. This document represents the result of work carried out in 2015 by members of the CEN Workshop 'Competences for dog training professionals' (CEN/WS 078), including experts from several different European countries (such as Belgium, Germany, Italy and Portugal) representing various private and public organizations active in the canine sector, from assistance dogs to rescue dogs.

 

CWA 16979:2016 sets out minimum competence requirements for dog training professionals, with particular attention to aspects relating to professional behaviour and ethics. Starting from the main tasks a dog training professional should be able to perform, the document defines the relevant skills and knowledge requirements. It also addresses the need for regular updating and continuous improvement of professional competences, by means of a 'lifelong learning' approach.

 

The CEN Workshop 'Competences for dog training professionals' (CEN/WS 078) was chaired by Cinzia Marconi (President of FCC – FormatoreCinofiloCertificato) from Italy. Referring to CWA 16979:2016, Mrs Marconi said: "This consensus-based document will contribute to improving the quality of dog training professionals' activities, leading to better services for consumers. It will also bring benefits in relation to the protection and welfare of dogs, which is especially relevant in terms of ethical principles that should always be taken into careful consideration."

 

Stakeholders have responded positively to the publication of CWA 16979:2016. "Finally great guidelines and possibly in the near future a very much needed quality label for dog training professionals, for the benefit of so many ‘best friends’ and all humans," said Caroline Thienpont,  Founder and Head Trainer of HACHIKO – a not-for-profit organization in Belgium, which educates assistance dogs for people with motor disabilities or suffering from epilepsy.

 

Barbara Schöning, who is member of ESVCE (European Society of Veterinary Clinical Ethology) and GTVMT (German Society of Veterinary Clinical Ethology), said: "CWA 16979 is the first European level document that deals with dog training professionals’ knowledge, skills and competences. It defines requirements that all dog trainers should aim to meet in their education and daily work, and sets a benchmark of what is required in order to train dogs effectively and in way that guarantees their welfare. Furthermore, it identifies which knowledge and skills should be taught to dog owners, thereby ensuring dogs’ long term welfare."

CEN Workshop Agreements (CWAs) are consensus-based specifications, drawn up in an open 'Workshop' environment. The development of a CWA is fast and flexible, with an average time frame of around 12 months from the launch of the Workshop to the publication of the agreement. A CWA does not have the status of a European Standard and National Standardization Bodies are not obliged to adopt it at national level.

As consumers, thinking about our products end of life can be difficult. So far, standardization work related to energy efficiency has mainly focused on the energy efficiency of products during their use phase. The end of life of products was forgotten… but changes are taking place. The need to tackle this issue has since been recognized with the emergence of the circular economy.

The energy performance of products concerns us all with more light being shined on it thanks to European Union efforts to put in place drivers so that our economy shifts from a linear to a circular one. And standards play an important role given the support they bring to European regulation.

Durability, recyclability and reparability

In 2015 the European Commission expressed the wish to extend the energy efficiency approach from the use phase of products to their end of life and to regulate aspects such as durability, recyclability and reparability. The term ‘material efficiency’ encompasses the concept.

Today, EU Ecodesign Regulations are more likely to include material efficiency requirements in addition to regular use phase requirements, and to set thresholds that in the future will be applied during the development of new standards.

Looking ahead to a circular economy

So that manufacturers can check compliances with these future requirements on a level-playing field, harmonized references are needed. The European Commission has requested CEN and CENELEC to pave the way.

The Circular Economy Package released in December 2015 mentions the European Commission’s intention to ‘request to European standardisation organizations to develop standards on material efficiency for setting future Ecodesign requirements on durability, reparability and recyclability of products.’
This has led to the standardization request on ecodesign related to material efficiency, M/543, which was accepted by CEN and CENELEC.

In the past CEN and CENELEC have supported the development of dozens of European Standards by providing ad hoc methods for measuring the energy performance of various products in response to standardization requests issued by the European Commission, thereby supporting the implementation of Directive 2009/125/EC on ecodesign of energy-related products.

Sustainable-development-of-communities'-standard-published

BSI, the business standards company, has published ISO 37101:2016,Sustainable development in communities — Management system for sustainable development — Requirements with guidance for use.

In a fast-changing world, ensuring cities and communities are fit for the future is a key priority for many city leaders. Providing sustainable energy supplies, coping with environmental and climate changes, building and maintaining durable infrastructures and meeting the needs and expectations of citizens are just some of the considerations to be made. ISO 37101 has been developed to help city leaders set their city's sustainable development agenda.

The UK has already developed similar guidance in the shape of BS 8904:2011Guidance for community sustainable development which is suited to local grass roots organizations, with this standard contributing towards the development of ISO 37101.

The international standard sets out requirements and guidance to attain sustainability with the support of methods and tools including smartness and resilience. It can help communities improve in a number of areas such as:

  • Developing holistic and integrated approaches instead of working in silos (which can hinder sustainability)
  • Fostering social and environmental changes through collaboration of all stakeholders in a community
  • Improving health and wellbeing for citizens encouraging responsible resource use
  • Achieving better governance to support cost effective investment decision

David Fatscher, Head of Market Development for Sustainability at BSI, said: “As societies grow and populations within a community increase in density, more thought has to be put into the sustainable development of those communities. This is not just about population size but also the economic, social and environmental issues that a community faces. Whilst previous guidance has enabled individuals to take control of their communities locally, from improving social and economic opportunities to protecting the local environment, this international standard takes a broader view. City leaders can be at the forefront of any decisions that impact their communities and now have the guidance they need to implement changes to benefit their environment in multiple ways.”

Some of the countries involved in the development of ISO 37101 include: Austria, Canada, China, Denmark, France, Germany, Japan, Mexico, Netherlands, Russia, Sweden, Sri Lanka and USA. Outreach and liaison was also established with the Global City Indicators Facility and the United Nations Environment Programme. This included harmonizing work being done in ISO on city indicators and smart infrastructure.

ISO 37101 will be able to help city CEOs, sustainability officers, smart city managers and compliance managers, policy advisors, NGOs and consultants plan their city’s long term sustainability agenda.

New guidelines on how to correctly handle security dogs

BSI, the business standards company, has launched BS 8517-1, Code of practice for the use of general security dogs and BS 8517-2, Code of practice for the use of detection dogs, to provide guidelines for organizations and individuals who use dogs as a security measure.

BSI convened a diverse group of individuals and organizations who use security dogs, such as construction site managers, police officers, and the MoD to develop the standard. The National Police Chiefs’ Council (NPCC) classifies security dogs as second only to firearms in ‘use of force’, demonstrating a critical safety need for a standard that provides comprehensive advice for professional dog handlers.

Approximately 5000 security dogs are employed in the UK security sector1. The new standards provide recommendations on how dog handlers should professionally handle a dog on a day-to-day basis, and give detailed advice on how to comply with existing government legislation, such as The Guard Dogs Act 1975, The Dangerous Dogs Act 1991, and the latest Animal Control Bill 2015.

The standards were designed to provide comprehensive guidance for the many varied uses of security dogs, including in high-security environments were dogs trained in bomb detection must be expertly handled.

Building and construction site employees who require a security dog on a mobile basis can also use the standard. Security dogs are sought by construction managers not only to protect a building site but to protect the handler or other staff, as they act as a visual deterrent.

Anne Hayes, Head of Market Development for Governance and Resilience at BSI, said: “BS 8517-1 and -2 were designed to simplify the patchwork of laws security dog handlers must abide by. It is essential that both the handler and the security patrol dog have been fully trained and work in partnership so that the dogs are safe when taken out amongst members of the public, but can also defend the handler should the need arise.”

BS 8517-1, Code of practice for the use of general security dogs, covers all aspects concerning the general welfare of the dog, including kennelling and veterinary guidance. Recommendations in the standard take into account recent changes in dog breeds and the requirement for compulsory micro-chipping in security dogs. The need for dog handlers to obtain specific insurance and equipment – including the use of correction collars – are also covered in the standard.

BS 8517-2, Code of practice for the use of detection dogs, was developed for more advanced users of security dogs, such as those who require dogs in the detection of drugs, firearms, munitions and explosives. Part 2 also includes issues relating to the welfare of the animal covered by Part 1 of the standard, and recommendations for procuring security dog services to ensure the service meets the unique requirements of dog handlers.

Organizations also involved in the development of this standard include the National Security Industry Authority, The Royal Army Veterinary, the National Association of Security Dog Users, the National Police Chiefs’ Council and the Battersea Dogs and Cats Home.

Revisions to Inverter Energy Systems Standard

The revised edition of AS/NZS 4777.1, Grid connection of energy systems via inverters, Part 1: Installation requirements, was recently published. AS/NZS 4777.1 covers inverter energy systems (IES) connected to the grid at low voltage and clarifies requirements for energy sources other than photovoltaic (PV). 

The revision addresses industry-wide advancements such as the adoption of a variety of energy sources and the larger capacity inverter energy systems that are now available to domestic and business customers. 

     The revision was drafted by Technical Committee EL-042, Renewable Energy Power Supply Systems & Equipment.

    “As the clean energy industry experiences rapid change, AS/NZS 4777.1:2016 provides a more consistent and efficient set of practices,” explained Nigel Wilmot, Co-Chair of EL-042 and Senior Standards and Policy Engineer at Western Power.  

    “The new edition of the standard will bring benefits to domestic and commercial customers wishing to take advantage of the falling prices of systems, the rapidly changing solar PV market and advancements in battery technologies.”

     Sandy Atkins, Co-Chair of EL-042 and Accreditation Manager, Clean Energy Council, described other ways in which Australia will be impacted by these revisions.

    “The advancements in the new standard will help to deliver a smarter energy system which will help to build resilience across the grid and empower consumers to better manage their electricity use using new technologies.”

    The standard addresses many common impacts on the quality of supply on the electricity grid affecting customer system performance. The revisions to the standard intend to allow continued installation of more inverter energy systems without the unwanted impacts on customer systems.

Guidance for SMEs using ISO 9001 for quality management just released
