Development of ISO 45001, Occupational Health and Safety Management Systems – Requirements with Guidance for Use

Standards Australia, through its technical committee SF-001, Occupational Health and Safety Management, remains an active contributor to the international technical committee ISO/PC 283, Occupational Health and Safety Management Systems, responsible for

developing ISO 45001.

The International Standard, ISO 45001, is still being drafted and has yet to be finalised or implemented. Publication is not expected until 2018.

The voluntary document AS/NZS 4801:2001, Occupational health and safety management systems-Specification with guidance for use, remains the current Australian and New Zealand Standard in this area at this stage.

If consensus is reached internationally on the final draft of ISO 45001, adoption of the document will then be considered in Australia, in accordance with our process which involves the development of a proposal and public consultation.

Speculation regarding what will happen with the draft ISO 45001 standard, or whether it will be adopted in Australia, is premature given the ISO document is still in development.

Our consumption of the earth’s natural reserves has doubled in the last 30 years and a third of the planet’s land is now severely degraded. There is an urgent need to find solutions for land management policy, planning and practices. 

A new ISO standard will help land managers at global and national scales put in place best practices to combat land degradation. The recently published ISO 14055-1:2017, Environmental management – Guidelines for establishing good practices for combatting land degradation and desertification – Part 1: Good practices framework, provides guidelines for developing good practices to combat land degradation and desertification in arid and non-arid regions.

The standard refers to actions or interventions undertaken with the purpose of preventing or minimizing land degradation or, where land is already degraded, aiding its recovery to improve productivity and ecosystem health.

Because managing our land-based capital impacts directly on human livelihood and health, the standard covers the various topics that must be considered when establishing good practices, such as the respect for human rights, forest management and agricultural practices, climate conditions and industrial activities, among others.

ISO 14055-1 will serve as a useful tool for land managers, land users, technical experts, and private and public organizations, as well as for policy makers involved in the management of land resources for ecological, productivity, economic or social purposes. It advocates a fundamental shift in behaviour towards a more sustainable use of land and is intended to complement and support the activities of the United Nations Convention to Combat Desertification (UNCCD).

ISO 14055-1 and its complement, the future ISO/TR 14055-2, which provides regional applications of the principles in Part 1, will help to achieve the United Nations Sustainable Development Goal 15 for the protection, restoration and sustainable management of land-based ecosystems. In doing so, we can hope to reach a “land-degradation-neutral world” by the year 2030.

 

 

 

 

 

Trust in business is at an all-time low¹⁾. Trust in governments is rock bottom as well. At the same time, huge challenges remain to create sustainable societies. What to do? A new project to develop a standard for organizational governance could help, and

has just been given the green light.

We don’t need to go far back in history to see how bad governance can ruin lives and tarnish industries. Enron and Lehman Brothers are just some of the names that spring to mind, contributing to an increasing expectation from society for the heads of businesses to

be accountable for their organizations. While laws and regulations are necessary foundations, truly good governance that takes organizations to new levels of performance over the long term goes far beyond the law to instil trust and effectiveness.

In this context, ISO’s committee of experts that specializes in governance (ISO/TC 309) has just been given the green light to develop an ISO international guidance standard that will help organizations establish good governance practices, going beyond the avoidance

of risk and contributing to their long-term value overall.

Axel Kravatzky, Co-Convenor of the working group that is developing the standard, who was appointed by TTBS, ISO’s member for Trinidad and Tobago, said:

“There are many governance standards out there, yet there are currently none that are applicable to organizations that span all jurisdictions, industries, sectors and types.

With increased connectedness and interdependence, the importance of this is rising continuously. This standard will therefore fill this gap in standardization, allowing it to be accessible and useful for any organization, whether it crosses different sectors and

geographies or is simply a small business that feels it can benefit from better governance.”

Victoria Hurth, Co-Convenor of the working group, who was appointed by BSI, ISO’s member in the UK, said: “The benefits of good governance are well evidenced. As well as reducing the risk of bad surprises that can destroy an organization, a well-governed

organization is more trusted and attracts talent, which in turn drives performance and investment. The proposed new standard has the potential to increase the number of socially, environmentally and economically sustainable organizations, providing multiple benefits

for investors and society as a whole.”

The new guidance standard for the governance of organizations is due to be published by 2020.

 

 

 

 

 

 

 

Seeking comments on revisions to AS/NZS 3500, Plumbing and Drainage

Following stakeholder feedback, proposed revisions to the AS/NZS 3500, Plumbing and

Drainage series will be presented with the changes tracked—a first for Standards Australia.

Through the public comment period, the first part of each document is the revised text as it

would appear in the new published standard. The second part of the document consists of

the current edition of the standard with proposed changes tracked.

"AS/NZS 3500 is a large, complex document. We hope this new method of presentation will

encourage more participation by the broader community in the commenting process," Chair

of the committee, Mr Fred Reynolds explained.

Updates to the following parts of the AS/NZS 3500 series are now open

for public comment:

• Part 1, Water services

• Part 2, Sanitary plumbing and drainage

• Part 4, Heated water services

The major changes include:

• Prevention backflow in fire services

• Requirements for plastic pipes and fittings installed in direct sunlight

• Clarification of certain requirements for non-drinking water services

• Clarification of permitted jointing methods

• Procedures for structural plastic re-lining of drains

• Requirements for installing drains in unstable soils

• Installation of circulatory heated water systems

• Use of thermostatically controlled taps (TMV Taps)

Following last year’s review of the plumbing sector, this revision followed the updated

development process with a strict adherence to structure, roles and time frames.

The changes were developed by the technical committee WS-014, Plumbing and

Drainage, and a series of specialist working groups comprised of technical experts from

across industry.

Instructions on how to submit a comment can be found through the Public Comment Portal.

The closing date for public comment is Thursday 7 December 2017.

Once all comments are reviewed and changes are made by the committee, publication is

targeted for May 2018 to allow adoption into the 2019 National Construction Code.

 

New references of harmonised standards on radio equipment and personal protective equipment published

 

The updated lists of references of harmonised standards were published today in the Official Journal of the European Union (C344, 13 October 2017) in support of Directive 89/686/EEC on personal protective equipment (5 new standards) and Directive 2014/53/EU on radio equipment (4 new standards).

In certain EU harmonisation legislation for products, voluntary harmonised standards, developed by the European standardisation organisations (CEN, Cenelec and ETSI), may be used by manufacturers to demonstrate compliance of their products with applicable essential requirements.

Such harmonised standards grant a presumption of conformity with legally binding requirements after the European Commission has published their references in the Official Journal (OJ).

The publication of the references of harmonised standards in the OJ does not prevent manufacturers from applying any other technical solution or undergoing the alternative conformity assessment procedures provided for in the sectoral legislation to demonstrate the compliance of their products.

There are over 30 EU directives or regulations where harmonised standards can be used as a means to demonstrate compliance with EU legislation. The Commission frequently updates the lists of references of harmonised standards and new references are published in the OJ on the second Friday of each month.
