CENELEC发布家用电器与电动工具标准

STANDARD IN THE SPOTLIGHT – Domestic Electrical Appliances And Motor-Operated Electric 

Spring is in the air, the grass starts growing… and the robotic lawnmowers leave the garden shed… the “Do-It-Yourself fanatics” get their hands on their hand-held electric powered garden tools.  Timely, CENELEC TC 116 released an update to the standards dealing with all the significant hazards presented by battery powered robotic lawnmowers. 

These standards, supporting the Machinery Directive, help in creating safe tools for use in domestic and commercial environment and help increase safety of use for consumers, gardeners and everybody working with the appliances & tools. 

EN 62841-2-1:2018 – Electric motor-operated hand-held tools, transportable tools and lawn and garden machinery – Safety – Part 2-1: Particular requirements for hand-held drills and impact drills was developed by Technical Committee CENELEC/TC 116 – Safety of motor-operated electric tools, whose secretariat is held by DKE.

EN 50636-2-107:2015/A1:2018 Safety of household and similar appliances – Part 2-107: Particular requirements for robotic battery powered electrical lawnmowers was developed by Technical Committee CENELEC/TC 116 – Safety of motor-operated electric tools, whose secretariat is held by the German Commission for Electrical, Electronic and Information Technologies of DIN and VDE (DKE).

ANSI和SCC签署更新版谅解备忘录以 重申承诺

ANSI的国际政策副总裁约瑟夫.特列特勒(Joseph Tretler)和SCC的标准及国际关系副总裁尚塔尔.盖伊 (Chantal Guay)将会成为MoU的指定代表。

ANSI总裁兼执行总监S.乔.巴蒂亚(S. Joe Bhatia)和SCC的执行总监约翰.沃尔特(John Walter)于3月15日在ANSI-SCC双边会议期间在墨西哥市签署此项备忘录。

America Makes and ANSI发布添加剂制造标准化路线图(2.0版) 初稿供评议

□ 韩国产业通商资源部国家技术标准署将无人机产业定位为“8大创新增长先导产业”之一,为了促进无人机的研发、确保无人机的安全性,韩国产业通商资源部国家技术标准署将“无人动力飞行装置的设计(KS W 9001)”等三项修订入韩国工业标准(KS)中,并于3月29日公

示。

ㅇ 无人机是第四次工业革命的先导产业之一,但国际标准化组织(ISO)关于无人机国际标准的制定尚处于起步阶段。而韩国已经率先制定了标准,并期待通过制定标准促进民用无人机(水稻播种、运输、 设施检查等)的开发普及。

□ 本次公示的①“无人机系统-无人动力飞行装置设计”韩国工业标准(KS)针对无人机的机身结构、推进系统、飞行控制系统、地面调整装置设计要求、上升率、垂直起落耐风性能等,以及飞行性能试验、振动试验、飞行尘埃等制定了可信度高的试验方法和标准。

ㅇ ②“无人机系统-螺旋桨设计和试验”韩国工业标准(KS)针对无人机的核心零部件螺旋桨的耐用性试验、性能试验等,规定了试验装置、试验程序和高适合度的标准。

ㅇ ③“无人机系统-锂电池系统的设计与制造” 韩国工业标准(KS),针对电池的容量标识和连接器的电子产品要求、存储单元连接的机械性要求、存储单元和外壳等电池系统检查方法等制定了标准。

ㅇ 本次公示的“无人机系统-无人动力飞行装置设计”韩国工业标准(KS)将向国际标准化组织(ISO/TC20/SC16)提案(2018.6),申请成为国际标准,这是韩国技术迈向国际标准的正式开始。

澳大利亚标准协会发布提供安全可靠医疗设备标准

澳大利亚标准AS 5182医疗设备供应商资格认证新标准()于今日发布,该项标准的发布提高了澳大利亚的医疗标准。由来自澳大利亚与新西兰医疗部门的代表所组成的技术委员会HE-033达成内部共识之后,该项标准得以发布。

Managing access to provide safe and secure healthcare facilities

Australian healthcare standards have today been enhanced with the publication of a new Australian Standard, AS 5182, Vendor credentialing for healthcare facilities.  This standard has been published following the committee (Technical Committee HE-033), comprising representatives of the healthcare sectors in Australia and New Zealand, reaching consensus.
 
“This standard will provide guidance to both companies, who need their staff to access certain areas of healthcare facilities in the most efficient way possible, as well as healthcare providers, who manage vendors accessing restricted areas of facilities,” said CEO of Standards Australia, Dr Bronwyn Evans. “The primary benefits from implementing the standard are that the health and safety of patients, residents and staff are appropriately safeguarded.”
 
“It is important to understand what “credentialing” means,” said Dr Evans. “In the context of this standard, it means the process of establishing the qualifications of vendor representatives and assessing their background and legitimacy. In particular, making sure they have the appropriate immunizations, background, education and training on the restricted areas they enter.”
 
“The broad range of stakeholders on the Technical Committee which developed this standard is indicative of an industry-wide desire to provide safe and secure healthcare facilities with patient care consistently front of mind,” said Mr Pat Callanan, Chair of Technical Committee HE-033. “The dedication of this Committee ensured the success of this standard in outlining an effective process for credentialing vendors while providing improved safety for patients and healthcare facilities.”
 
“The goal of the standard is to ensure patient health, safety and confidentiality, and alignment with existing statutes applicable to healthcare industry representatives,” said Dr Evans.

New BIM specification for sharing health and safety info during construction projects

BSI, the business standards company, has launched a specification for the sharing of health and safety information through a project or asset-life cycle. PAS 1192-6 Specification for collaborative sharing and use of structured Health and Safety information using BIM supports the development of structured health and safety information for all construction projects from the outset.

Until recently, health and safety (H&S) risk management in the construction industry was largely a paper-based discipline. In support of the ongoing digital transformation we continue to witness in the sector, BSI has developed PAS 1192-6 which sets out a model process of how digital health and safety risk information should flow through every stage of a construction project. It focuses in particular on the needs and perspective of the end user.

PAS 1192-6 was specifically developed to enable users of BIM (Building Information Modelling) methods and techniques to identify, use and share health and safety information in a collaborative way. Doing so will ultimately help to further drive down H&S risks through the lifecycle of a project and built asset.

Because risks on a construction site vary widely, PAS 1192-6 requires each risk to be placed in context, with the filtering of hazards according to a scale. The guidance is explicit in assisting with how to prioritize elevated risks which are safety critical.

PAS 1192-6 is relevant to any organization or individual that contributes to the design, construction, and maintenance of an asset – including the end of life of an asset. It specifies how H&S information can be used in order to:

a.)  Provide a safer and healthier environment for end-users;

b.)  Mitigate the inherent hazards and risks across the asset lifecycle;

c.)  Result in improved construction H&S performance, fewer incidents and associated impacts;

d.)  Provide for clearer and more relevant H&S information to the right people at the right time

e.)  Reduce construction and operational costs

The digital exchange and use of health and safety information is intended to be relevant and support the unique requirements of each individual project, site and built asset. PAS 1192-6 will make it easier to access and share H&S knowledge and guidance already accumulated from prior built environment projects or from elsewhere. The specification can be applied in conjunction with the duty holder’s own management systems, policies and arrangements.

Ant Burd, Head of the Built Environment sector at BSI, said: “We know that health and safety standards and approaches in the construction sector save lives and reduce the operational costs of a project. Consequently, guidance on applying H&S information from the start to the end of life of a project or asset is a win-win for all stakeholders in a built environment project.

“Users of BIM will be the first to admit that, to date, there has been a dearth of guidance on how you should go about sharing all-important structured health and safety information across project and asset lifecycles. Sharing information can help to drive down risk on a construction site – and PAS 1192-6 was developed to make it easier for built environment professionals to do this.”

Launch event: New framework of harmonized standards (HAS) consultants

Different stakeholders from the European standardization community gathered at the European Commission on 26 February for the launch event of the new system of harmonized standards (HAS) consultants that will become reality as from 1 April 2018. The aim of the new system is to improve the quality and the timely availability of safety standards for products being placed on the Single Market.

Mr Radek MALY, Head of Unit in DG GROW B3 "Standards for Growth” thanked CEN and CENELEC for the tremendous job done during the last years. The new framework for the HAS consultants created by the European Commission is one of the elements of the Joint Action Plan which aims to decrease the stock of non-cited harmonized standards agreed between the European Standardization Organizations (ESOs) and the Commission. It will replace the current system of New Approach Consultants, for the joint assessment of harmonized standards in the sense of art. 10(5) of regulation EU/1025/2012.

The HAS consultants act as intermediaries between Technical Committees and the relevant Commission’s services. More specifically, they will assess to what extent documents drafted by the ESOs comply with the European Commission's standardization requests, as well as to what extent they deal with (and support) relevant essential or other requirements set out by the related EU harmonization legislation.

Thus, the aim of this new framework is to reinforce the communication between the Commission and the consultants, bringing them closer to the EC and creating more coherency and transparency of the assessment process in the different sectors. All this in order to provide the best possible services for the CEN & CENELEC technical committees.

For this exercise, the Commission has appointed Ernst & Young as a contractor, in charge of the team of Harmonized Standards Consultants (HAS Consultants). They will act as facilitators ensuring the administrative support, as well as the horizontal coherence of the process. Additionally, they will draw lessons learnt and suggest improvements where necessary.

Launch event: New framework of harmonized standards (HAS) consultants

Different stakeholders from the European standardization community gathered at the European Commission on 26 February for the launch event of the new system of harmonized standards (HAS) consultants that will become reality as from 1 April 2018. The aim of the new system is to improve the quality and the timely availability of safety standards for products being placed on the Single Market.

Mr Radek MALY, Head of Unit in DG GROW B3 "Standards for Growth” thanked CEN and CENELEC for the tremendous job done during the last years. The new framework for the HAS consultants created by the European Commission is one of the elements of the Joint Action Plan which aims to decrease the stock of non-cited harmonized standards agreed between the European Standardization Organizations (ESOs) and the Commission. It will replace the current system of New Approach Consultants, for the joint assessment of harmonized standards in the sense of art. 10(5) of regulation EU/1025/2012.

The HAS consultants act as intermediaries between Technical Committees and the relevant Commission’s services. More specifically, they will assess to what extent documents drafted by the ESOs comply with the European Commission's standardization requests, as well as to what extent they deal with (and support) relevant essential or other requirements set out by the related EU harmonization legislation.

Thus, the aim of this new framework is to reinforce the communication between the Commission and the consultants, bringing them closer to the EC and creating more coherency and transparency of the assessment process in the different sectors. All this in order to provide the best possible services for the CEN & CENELEC technical committees.

For this exercise, the Commission has appointed Ernst & Young as a contractor, in charge of the team of Harmonized Standards Consultants (HAS Consultants). They will act as facilitators ensuring the administrative support, as well as the horizontal coherence of the process. Additionally, they will draw lessons learnt and suggest improvements where necessary.

Australia leads the world in water efficiency

Australia will be spearheading an international effort to help consumers choose water-efficient whitegoods and plumbing fixtures, and to enable manufacturers to compete on a global scale.

 
Australia has been successful in securing international support for the establishment of a new International Organisation for Standardisation (ISO) project committee on water efficiency. This follows a decision in February 2018 by the ISO Technical Management

Board which voted to support the Australian proposal.
 
“This will allow Australia to maximise the opportunity to promote greater water efficiency standards across the world by leading the international committee responsible for the work,” said Dr Bronwyn Evans, CEO of Standards Australia. “This latest achievement is

another example of Australia leading the efforts of international standard development to address a global problem.”
 
The new Australian-led committee will facilitate the development of a new International Standard on Water Efficiency Labelling, using as a base the Australian Standard AS/NZS 6400, Water efficient products – Rating and labelling. 
 
“Many will be familiar with the star rating on water products. However, the benefit of this labelling standard goes beyond giving clear water efficiency labels on products for Australian consumers,” said Dr Evans. “The support of the Commonwealth Government

and the work of Standards Australia will enable Australian manufacturers to compete internationally, as well as play a role in a more water efficient future.” 
 
The Water Efficiency and Labelling Standards Regulator in the Department of Agriculture and Water Resources, Mr Paul Morris, said Australia’s progress on water efficiency labelling is leading the world.
 
“The Water Efficiency Labelling and Standards scheme (WELS) has been very effective at conserving water in Australia and is highly regarded internationally,” Mr Morris said.
 
“By 2021 the use of water efficient products will help reduce domestic water use by an estimated 150,000 million litres each year—enough water to fill 60,000 Olympic swimming pools.
 
“And in the same year, Australians will save more than one billion dollars through reduced water and energy bills.
 
“An International Standard will help other countries obtain similar water savings and, at the same time, benefit Australian consumers and manufacturers by reducing manufacturing costs.”
 
Work will continue in coming months to establish the committee and make progress internationally towards an International Standard on water efficient products.
