标准联盟研讨会强调化学品法规的最佳规范

2017年8月22-23日,标准联盟携手美国化学协会(ACC),在越南胡志明市召开亚太经济合作组织(APEC)会议期间组织了一次“化学品法规最佳规范”的研讨会。来自13个APEC成员国的公共和私营组织的代表出席,代表们交流了有关化学品管理中的最佳规范的信息,以增强发展经济的能力和规模。

此次研讨会是2014年北京规制合作研讨会的继续,会议重点是规制合作中的知识管理,这一重点即为APEC规制机构的能力建设培训项目。在确定需要持续培训而不是一次培训的情况下,该方案包括基于实际成果的三步骤能力建设活动,其中包括:

1) 能力建设课程前的资格要素将会在本月初时通过网络研讨课发布。

2) 在一个模拟的研讨会环境下面对面进行案例学习,探讨具体应用。

3) 跟进观看一系列关于具体的化学药品管制概念的网络研讨会视频。

这个项目的总目标是将规制机构的知识和实际应用联系起来。其目的在于通过知识共享,能力建设和管理合作与协调提升化学药品领域的地区经济一体化。超过75个公立和私营机构代表出席了此次活动,包括澳大利亚政府卫生署、智利卫生部、泰国工业联盟、美国环境保护署(EPA)、美国劳工部、白宫管理和预算办公室(OMBOIRA)、波森以及美国材料试验协会。

标准联盟和越南的合作帮助美国和越南建立了更为重要的经济联系。根据越南海关总局的数据,越南的贸易顺差中出口额近134亿美元,进口值超46亿美元。美国仍然是越南在该领域的最大贸易伙伴,在报告所述期间进出口成绩额为139亿美元,增长了20%。

一直密切关注中国标准化体系改革的美国国家标准协会(ANSI),近期发表了《中国标准化法》的参考译文。该组织还鼓励其成员在2017年9月18日前向ANSI递交对该法最新草案的评价。

全国人民代表大会发布的该法最新草案是中国正在进行的标准化建设的基础性工作。该法旨在推动科技进步,提高经济和社会发展水平,增强产品与服务质量,保障人民身体健康、生活安稳和财产安全并加强标准化建设。

ANSI之前提交过2016年3月份和2017年5月份草案的相关评价。就最新的版本来说,ANSI正在和它的国际政策委员会(IPC)/中国标准化改革的委员会焦点小组合作收集反馈信息,并鼓励所有的ANSI成员提交可供参考的意见。利益相关者可以将评价提交到china@ansi.org。

ANSI推出认证机构试点项目,寻求BRC消费品全球标准第四版认可

美国国家标准协会(ANSI)是美国自愿性标准化体系的协调组织,目前ANSI正在推出认证机构试点项目,以寻求BRC全球标准消费产品第四期认证。ANSI正在接受对该项目的申请,截止日期是2017年10月20日。

BR全球标准是一个品牌和消费者保护机构,于2016年11月1日发布了新版BRC消费品(个人护理用品、家居用品和普通商品)全球标准。新修订的消费品标准第四版有两部分是专门针对个人护理用品、家居用品和普通商品的。采用的两个等级——基础等级和更高等级——使标准更易于实施,,鼓励不断改进,从而满足消费者的不同要求。关于监督审核的减免和取消协议书已经做了修订。

作这国际认可论坛(IAF)中多边认可协议(MLA)的签署方,ANSI被BRC认可为认可BRC消费品全球标准第四版的认证机构(CBs)。

希望参与ANSI BRC消费品全球标准试点项目的潜在申请人,首先必须通过自身能力和工作经验,向BRC展示他们现在承认的这个认证机构符合每一个部门员工的要求,并得到BRC的肯定。

一旦收到BRC对认证机构和审核员的资格/工作经验的认可,ANSI将会完成下列工作:

1. 确认ANSI认可的认证机构和BRC签署了有效协议,且协议涵盖适用部分。

2. 使用以下标准评价CB:

-ISO/IEC 17065:2012,合格评定—认证产品,工艺和服务的机构所要符合的要求

-BRC 004:为反BRC全球标准提供认证的机构所要符合的要求

-BRC消费品全球标准第四版

-适用的ANSI要求

征求关于对AS/NZS 3500下水管道和排水设施标准的修订意见

根据利益相关方反馈的意见, 拟对AS/NZS 3500下水管道和排水设施 标准进行修订。修订意见将会与其修改前的原文一起呈现出来,这对澳大利亚标准而言尚属首次。

通过征求公众意见的评议期,每个文件的第一部分即修改后的文本将会出现在新出版的标准中。文件的第二部分是标准的现行版本,同时标出意见修改的部分。

“AS/NZS 3500是个庞杂的文件。我们希望,这种新的呈现方式可以鼓励更多群体发表意见。”委员会主席弗雷德.雷诺德(Fred Reynolds)先生如此解释。

在去年对管道部门标准的复审之后,本次修订遵循的是严格依据结构、职能和时间框架制定的新的制定程序。

这些变化是由技术委员会WS-014下水管道和排水系统技术委员会及由业界技术专家组成的专家工小组完成的。

意见提交指示可于公众意见门户获悉。

公众意见提交截止日期为2017年12月7日星期四。

全部意见审阅完毕及委员会作出修订之后,定于2018年5月刊行,供《2019全国建筑规范》使用。

 

Seeking comments on revisions to AS/NZS 3500, Plumbing and Drainage

Following stakeholder feedback, proposed revisions to the AS/NZS 3500, Plumbing and

Drainage series will be presented with the changes tracked—a first for Standards Australia.

Through the public comment period, the first part of each document is the revised text as it

would appear in the new published standard. The second part of the document consists of

the current edition of the standard with proposed changes tracked.

"AS/NZS 3500 is a large, complex document. We hope this new method of presentation will

encourage more participation by the broader community in the commenting process," Chair

of the committee, Mr Fred Reynolds explained.

Updates to the following parts of the AS/NZS 3500 series are now open

for public comment:

• Part 1, Water services

• Part 2, Sanitary plumbing and drainage

• Part 4, Heated water services

The major changes include:

• Prevention backflow in fire services

• Requirements for plastic pipes and fittings installed in direct sunlight

• Clarification of certain requirements for non-drinking water services

• Clarification of permitted jointing methods

• Procedures for structural plastic re-lining of drains

• Requirements for installing drains in unstable soils

• Installation of circulatory heated water systems

• Use of thermostatically controlled taps (TMV Taps)

Following last year’s review of the plumbing sector, this revision followed the updated

development process with a strict adherence to structure, roles and time frames.

The changes were developed by the technical committee WS-014, Plumbing and

Drainage, and a series of specialist working groups comprised of technical experts from

across industry.

Instructions on how to submit a comment can be found through the Public Comment Portal.

The closing date for public comment is Thursday 7 December 2017.

Once all comments are reviewed and changes are made by the committee, publication is

targeted for May 2018 to allow adoption into the 2019 National Construction Code.

New references of harmonised standards on radio equipment and personal protective equipment published

 

The updated lists of references of harmonised standards were published today in the Official Journal of the European Union (C344, 13 October 2017) in support of Directive 89/686/EEC on personal protective equipment (5 new standards) and Directive 2014/53/EU on radio equipment (4 new standards).

In certain EU harmonisation legislation for products, voluntary harmonised standards, developed by the European standardisation organisations (CEN, Cenelec and ETSI), may be used by manufacturers to demonstrate compliance of their products with applicable essential requirements.

Such harmonised standards grant a presumption of conformity with legally binding requirements after the European Commission has published their references in the Official Journal (OJ).

The publication of the references of harmonised standards in the OJ does not prevent manufacturers from applying any other technical solution or undergoing the alternative conformity assessment procedures provided for in the sectoral legislation to demonstrate the compliance of their products.

There are over 30 EU directives or regulations where harmonised standards can be used as a means to demonstrate compliance with EU legislation. The Commission frequently updates the lists of references of harmonised standards and new references are published in the OJ on the second Friday of each month.

New ISO solution to support the sharing economy model

 

Whether it’s hailing a taxi, finding somewhere to stay on your travels or arranging help at home, new and sophisticated Websites and apps are ripping up traditional business models. A new ISO International Workshop Agreement aims to provide the foundation on which more standardization solutions to support the sharing economy can be built.

To address the challenges presented by the sharing economy, the Standards Council of Canada (SCC) led a workshop in March 2017 that developed an ISO International Workshop Agreement (IWA)1) in collaboration with CSA Group, an accredited standards development organization, and Canada’s Office of Consumer Affairs (OCA), which is part of the federal government.  

SCC facilitated the workshop that resulted in the new ISO International Workshop Agreement – IWA 27:2017, Guiding principles and framework for the sharing economy – which provides solutions for an effective and efficient sharing economy. Stakeholders from 15 countries, representing consumer organizations, government, industry and academia, came together to adopt, by consensus, specific guidelines that are proposed in the new IWA.

IWA 27 offers a framework for decision making and action to address key social, environmental and economic impacts and opportunities of the sharing economy. It will help governments keep pace with change, aid policy development and better protect consumers and industry.

“SCC recognizes the tremendous value of the sharing economy, and the importance of facilitating and leading the international discussion in this area,” said John Walter, Chief Executive Officer of SCC and ISO President-elect. “The IWA demonstrates what can be accomplished when experts come together from around the world to develop standardization solutions in new and innovative areas.”

The sharing economy has grown significantly in the last decade and many companies are implementing this new style of business. Two notable examples are Airbnb and Uber, which are leading change in their respective industries solely based on sharing. But this new economic model comes with challenges, including tax, health and safety, and privacy, labour laws, to name a few.

The IWA 27 aims to:

  • Articulate high-level principles for the sharing economy
  • Foster the sharing of knowledge and best practices on meeting challenges that arise from sharing-economy business models
  • Support the development of innovative responses to these challenges across multiple service sectors
  • Propose standardization solutions that can be used to address a rapidly emerging market need or public policy requirement, and as a precursor to an International Standard

An International Workshop Agreement (IWA) is an ISO document produced through an international workshop rather than through the full ISO technical committee process. Market players and other stakeholders directly participate in developing an IWA and do not have to go through a national delegation. An IWA can be developed swiftly (published in less than 12 months) to address a rapidly emerging market need or public policy requirement.

Vertical Edge Intelligence New IEC White Paper just released

 

Geneva, Switzerland, 2017-10-11 – To enable and realize the true value of the Internet of Things (IoT), edge intelligence pushes processing for data intensive applications away from the core of the cloud to the edge of the network. This radical transformation will support

trillions of sensors and billions of systems. Edge intelligence will treat data in motion differently from data at rest.
