BSI发布关于施工中分享健康与安全信息新的BIM规范

英国标准协会(BSI)推出了一个贯穿项目或资产全生命周期健康与安全信息共享的规范。PAS 1192-6使用BIM协作分享和使用结构性健康与安全信息规范支持从一开始就为所有建筑项目结构性健康与安全信息的发展。

在此之前,建筑行业的健康与安全(H&S)风险管理主要是纸上谈兵。为了支持正在实施的数字化转型,BSI已经制定了PAS 1192-6,其中规定了如何开发贯穿于建筑项目每个阶段的数字健康与安全风险信息模型。这项规范特别关注最终用户的需求和观点。

PAS 1192-6专门用于使用BIM(建筑信息模型)方法和技术的用户能够以协作方式识别、使用和共享健康与安全信息。这样做最终将有助于进一步降低项目全生命周期中的H&S风险,并建立资产。

由于施工现场的风险存在较大的差异,因此PAS 1192-6要求将风险与具体情境结合起来,并根据规模对危险因素进行确定。该规范明确规定如何优先处理关键的高空作业风险。

PAS 1192-6与任何从事设计、建筑和维护资产的组织或个人有关(包括资产的折旧报废)。它规定了如何使用H&S信息,以便:

a)        为最终用户提供一个更安全和更健康的环境;

b)        降低整个资产全生命周期内的固有危险因素和风险;

c)        提高建筑H&S绩效,降低事故发生概率和减少连带影响;

d)       在适当的时间向合适的人提供更清晰,更相关的H&S信息

e)        降低施工和运营成本

数字交换和使用健康与安全信息的目的是与项目相关的,它们支持每个项目、场地和建筑资产的特别要求。PAS 1192-6从以往的建筑环境项目或其它地方积累了很多H&S的知识和指导,而它也将令获取及分享这些知识和指导更便利快捷。该规范可以与责任持有人本身的

管理制度、政策和安排一并使用。

BSI建筑环境部门负责人安特.伯德(Ant Burd)表示:“我们清楚地知道建筑行业的健康与安全标准和方法可以挽救生命,降低项目的运营成本。因此,在项目或资产全生命周期里,从开始到结束都应用H&S信息的指导能使建筑环境项目中所有利益相关者达到双赢。

“BIM的使用者会承认,一直以来,关于如何在项目和资产全生命周期中共享重要的结构性健康与安全信息,缺乏相关指导。共享信息可以帮助降低施工现场的风险——新出台的PAS 1192-6可以令建筑环境专业人员更轻松地做到这一点。”

New BIM specification for sharing health and safety info during construction projects

BSI, the business standards company, has launched a specification for the sharing of health and safety information through a project or asset-life cycle. PAS 1192-6 Specification for collaborative sharing and use of structured Health and Safety information using BIM supports the development of structured health and safety information for all construction projects from the outset.

Until recently, health and safety (H&S) risk management in the construction industry was largely a paper-based discipline. In support of the ongoing digital transformation we continue to witness in the sector, BSI has developed PAS 1192-6 which sets out a model process of how digital health and safety risk information should flow through every stage of a construction project. It focuses in particular on the needs and perspective of the end user.

PAS 1192-6 was specifically developed to enable users of BIM (Building Information Modelling) methods and techniques to identify, use and share health and safety information in a collaborative way. Doing so will ultimately help to further drive down H&S risks through the lifecycle of a project and built asset.

Because risks on a construction site vary widely, PAS 1192-6 requires each risk to be placed in context, with the filtering of hazards according to a scale. The guidance is explicit in assisting with how to prioritize elevated risks which are safety critical.

PAS 1192-6 is relevant to any organization or individual that contributes to the design, construction, and maintenance of an asset – including the end of life of an asset. It specifies how H&S information can be used in order to:

a.)  Provide a safer and healthier environment for end-users;

b.)  Mitigate the inherent hazards and risks across the asset lifecycle;

c.)  Result in improved construction H&S performance, fewer incidents and associated impacts;

d.)  Provide for clearer and more relevant H&S information to the right people at the right time

e.)  Reduce construction and operational costs

The digital exchange and use of health and safety information is intended to be relevant and support the unique requirements of each individual project, site and built asset. PAS 1192-6 will make it easier to access and share H&S knowledge and guidance already accumulated from prior built environment projects or from elsewhere. The specification can be applied in conjunction with the duty holder’s own management systems, policies and arrangements.

Ant Burd, Head of the Built Environment sector at BSI, said: “We know that health and safety standards and approaches in the construction sector save lives and reduce the operational costs of a project. Consequently, guidance on applying H&S information from the start to the end of life of a project or asset is a win-win for all stakeholders in a built environment project.

“Users of BIM will be the first to admit that, to date, there has been a dearth of guidance on how you should go about sharing all-important structured health and safety information across project and asset lifecycles. Sharing information can help to drive down risk on a construction site – and PAS 1192-6 was developed to make it easier for built environment professionals to do this.”
