活跃于ICT标准化多方利益相关方平台（MSP）上的利益相关者进行了年度对话，而该滚动计划正是对话的成果。MSP的代表们来自欧盟成员国和欧盟自由贸易联盟国家的政府机构、欧洲标准化组织、论坛、财团以及代表着行业、中小企业和消费者的利益相关者组织。

The 2018 Rolling Plan for ICT standardization
The European Commission recently published the 2018 Rolling Plan for ICT standardization, which addresses standardization developments in the field of ICT (information and communication technologies) and link them to EU legislation and policies. This year’s Rolling Plan sees the addition of the blockchain and distributed digital ledger technologies and regulatory technology chapters.
The Rolling Plan for ICT standardization takes a unique look at EU policies and standardization activities in the field of ICT, with the objective to increase the convergence of standardization activities to support European policy goals.
The Rolling Plan is the result of a yearly dialogue between the stakeholders active in the Multi-Stakeholder Platform (MSP) on ICT standardization. The MSP is composed of representatives of national authorities from EU Member States and EFTA countries, ESOs, fora and consortia, and stakeholder organizations that represent industry, small and medium-sized enterprises and consumers.
This inclusive and participatory approach ensures wide support from the European and international standardization organizations, associations, EU countries, and key global industrial and technology companies. CEN and CENELEC role in the MSP is to advise the European Commission on its ICT standardization work programme, identify potential future ICT standardization needs and advise the European Commission on technical specifications with regard to their referencing in public procurement.
