Communications Cabling Consultation Update
The Standards Development and Accreditation Committee (SDAC), a committee of the Standards Australia Board of Directors recently considered and delivered its decision on the development and adoption of ISO/IEC 14543.3 (Parts 1-6), Communication layers – Network based control in Australia. The members of SDAC resolved the implementation of a number of actions in relation to the future of ISO/IEC 14543.3 (Parts 1-6):
1. Independent of the matters relating to the adoption of ISO/IEC 14543.3 (Parts 1 – 6), Standards Australia should host a forum to consider the future of home automation standards and to consider undertaking the development of a Roadmap for Home Automation Standards in Australia.
2. Standards Australia will resume work on the adoption of the ISO/IEC 14543.3 (Parts 1 – 6) as no technical objection has been provided with the following provisions: • Allocate the adoption of the ISO/IEC 14543.3 (Parts 1 – 6) to a subcommittee of CT- 001, Communications Cabling, noting that ISO/IEC 14543.3 (Parts 1 – 6) was developed by ISO/IEC JTC 1/SC 25, Interconnection of information technology equipment, which is mirrored by CT-001 in Australia.
• Acknowledging that stakeholder participation is critical to Standards Australia processes, all relevant stakeholder interests be reinvited by Standards Australia to participate on the CT-001 subcommittee. • The CT-001 subcommittee be afforded a reasonable period of time to view the documents and submit any technical objections.
• The documents only be approved for publication if no technical objections are established at the time of balloting.
In considering the matter SDAC noted that at the time of publication, depending on the results of the Committee Ballot, the adoption of ISO/IEC 14543.3 (Parts 1 – 6) may be referred back to SDAC to consider whether the documents should be published as an Australian Standard or a lower consensus document, such as, an Australian Technical Specification.
The SDAC members noted the consultations undertaken to date by Standards Australia to enable an open and transparent process. The projects for the adoption of ISO/IEC 14543.3 (Parts 1-6), which were approved in 2015 and then placed on hold during broad consultations during 2016, will resume in 2017. Standards Australia will shortly implement the actions handed down in the SDAC resolution regarding the adoption of ISO/IEC 14543.3 (Parts 1-6).
